Rumanian riddle.

A photo sent to us by Bogdan Coconoiu of Retromobil Club Romania is showing a French car of around 1904. It is part of the collection of "Museum of Region Iron Gates" and he would like to know what it is. Unfortunately he cannot get to the car nor the museum at the moment, so we had to work from this photo alone. Who can make an educated guess? Please send us your opinion. (photo Bogdan Coconoiu)
