Spanish(?) Hudson vamp. (UPDATE: occupied Luxemburg)

We found this photo at a small stand of last weekend's AutoRetro in Barcelona. The first thought was that it must be a snapshot made in Spain, but chances for that are low as the numberplates are white but miss the town designation which is common for Spain. The 25281 plate could be from a Scandinavian country, or are we wrong? The car itself - a Hudson Terraplane - is betraying itself proud and clear, but maybe you can tell us a bit more? Click the photo to check the car, not the ankles of this austere Friday lady. What's the country of the car? e-mail here (collection editor)
UPDATE by Kit Foster ' >Registration Plates of the World< (by Parker, Weeks and Wilson, published by Europlate, mine's a third edition, 1994) shows a plate like that on the lady's Hudson Terraplane, describing it as a 1940-45 issue in occupied Luxembourg - although the commentary is a bit confusing, mentioning a prefix 'LUX' which this plate (and their illustration) doesn't have. Apparently the issue went from 18001 to 27000.' And what do our LUX-friends say to that ?
