A Camberly Mystery?

Peter Harper sends this most interesting shot of a motorcar. He is trying to find out what vehicle is in this picture and an approximate date of manufacture. The picture was taken in Camberley, England and from other photos in the same box would appear to be early 1900's.  It was thought to be owned by the local car engineer but that is all we know.

The car looks familiar with the rounded cowl and low positioned radiator piping. A crude steering set up (pivot?) and probably horizontal one cylinder engine. We are curious to what you have to tell about this early motorcar.
