The Hampshire Licence Mystery (UPDATE II: Hackney or taxi?)

When browsing the many stalls at the recent Beaulieu Autojumble, we stumbled upon this curious plate. It’s obviously a licence plate, but we are not sure it was for an automobile. If so, then it was for a very early one as the date reads 28 February 1899. Did the Hampshire County Council issue their own licence plates? Or could it have been a licence for something completely different, perhaps a steam tractor or locomotive? Can you help us?

If you check the Hampshire CC website you will discover that they have no vehicle records prior to 1910.
Lost, destroyed or thrown away.
Such a shame !

Probably a license for hire for a taxi cab. Local authorities in the UK have always issued these, and still do to this day.

I suspect that it's a hackney carriage (taxi) licence, probably horse drawn.
