A well documented Hub Mystery. (Extension or sparewheel keeper?)

Normally a smaller piece of iron like this wouldn't make it to be our Monday feature. But as we recently asked to accompany 'mysteries' with good detail of background and measurements, we thought this to be a nice example. Now let's pray for the sender it brings some results...
Some time ago Layden Butler bought a bag of unrelated pre-World War I parts. Among those parts was this strange front hub that measures 7 1/4" in length (click main pic). However, Layden really suspects it was made in metric dimensions as the smooth cylinder part seems to be 80 mm. Roller bearing cups on both ends are marked 3120. Who can help identifying it? Layden (and your editor) would very much like to know.
